Barry Thornton
Barry Thornton is Senior Vice President of Transformation Management of Excellus Health Plan, which is part of a family of companies that finances and delivers vital health care services to 2 million people across upstate New York.
Mr. Thornton is responsible for leading Excellus Health Plan through a multi-year business transformation which includes implementation of consistent business processes across all regions, consolidation of all claim payment & membership systems, development of strategic & customer enhancements, achievement of cost (administrative cost) and business operating metrics and overall simplification of business model.
Mr. Thornton was promoted to this position in July 2007 from Vice President of Business Process Improvement in the Health Care Affairs business unit. Mr. Thornton was responsible for Excellus Health Plan State Government Programs (Safety Net). During his tenure, Safety Net was the fastest growing product within Excellus Health Plan and achieved a significant financial turnaround from 2005 to 2006-2007.
Mr. Thornton joined Excellus Health Plan in September 2005 after eight years with UnitedHealth Group in various capacities based in New York, New Jersey and Pennsylvania. Most of Mr. Thornton’s experience at UnitedHealth was in the Government Programs sector. During his tenure at UnitedHealth, Mr. Thornton served as Executive Director of NYS Government Programs, Regional Vice President, Sales, Marketing and Enrollment Operations, Six Sigma team lead on national project & Vice President, Operations.
Mr. Thornton is a member of the SUNY Cortland College Foundation and Keeping Education Extraordinary in Pittsford (KEEP) board of directors.
Mr. Thornton holds a Masters of Science in Health Care Policy & Management from University at Albany and Bachelor of Science in Health Sciences from SUNY Cortland. Mr. Thornton resides in Pittsford, NY and is married with two children.
